Chief Minister Tarun Gogoi tabled a vote of account on the floor of the House on Thursday.
Gogoi, who holds the finance portfolio, has proposed a Rs 28,467 cr in the vote of account from April 1 to September 30.
But the vote on account is more than a full fledged budget in terms of soaps and promises just three months before the Lok Sabha polls.
The chief minister has proposed more fund for 18 development boards apart from special funds for Rs 1,000 crore for the flood ravaged Dhemaji.
Gogoi could not tabled a full fledged budget in view of the upcoming Lok Sabha polls.
