Mohilary tables 462.66 crore budgets

BTC chief Hagrama Mohilary, who is also Finance department in-charge, presented a plan size budget of Rs 462.66 crore for the annual Plan of BTC for the year 2016-2017 on Monday in the BTC Legislative Assembly budget session begin at BTC Legislative Assembly House, Bodofa Nwgwr in Kokrajhar.

The three days’ budget session of the Bodoland Territorial Council Legislative Assembly begins from at the BTC Legislative Assembly at Bodofa Nwgwr in Kokrajhar with Nerswn Boro,Speaker of BTCLA in the chair.

On the first day today, BTC chief Mohilary presented a plan size budget of Rs 462.66 crore for the annual Plan of BTC for the year 2016-2017 highlighting priorities for development, which included Education, Agriculture, Health, Irrigation, Road communication, Forest protection etc.

Opposition MCLAs from UPP, AIUDF raised several questions on various issues of developmental activities, including land allotment to Patanjali at Rowmari, educational rationalization method in Chirang district. In his budget speech, Mohilary said the council is committed to achieve the growth target fixed as per the plan allocation. He however said it require support of both the Central and state government to increase investment economy.

On the budget, he said in this budget every effort has been made to accommodate the expectations of the people of BTC. He said that BTC council has yet to receive 1100 crores from Government of India, which was remained unreleased during Congress reigned in the state.He also expressed his hope that state government will release all pending funds mean for BTAD in coming days through state budget session.

Mohilary also said the Council has decided to adopt one ‘Model village’ in each constituencies of BTC for all round development of this model village by providing fund from each entrusted departments. He also said the council has decided to launch a new scheme ‘Bodoland Nivash Yojana’ at the rate of Rs 1.50 lakhs along with Bodoland Vikash Yojana’ by providing a house to the eligible BPL families those who are not having BPL ID number within BTC.

For the skill development and empowerment of women and to create equal opportunities, he said the council government is emphasizing promotion of women in the sector of handloom & textile, sericulture, cottage industry, cooperation, sports by providing financial assistance through Self help Groups.

He also said the council has decided to provide financial assistance to rank holder of students of HSLC and Higher Secondary at the rate of Rs 2 lakhs, sponsoring students for coaching of intending candidates of UPSC examination.

He urge upon the state government of Assam to enhance the plan allocation of BTC to take up more development work for the people. In 2016-17, Rs 462.66 crore has been earmarked to BTC from state plan.

Mohilary also said the government of India has sanctioned one-time special plan assistance to BTC amounting Rs 421.02 crore for 2015-16 but the money is still lying with the state government. He urged the Assam government to release the amount as it will be great help to meet the critical gap of the rural development of BTC.

Earlier the Speaker announced the report of the business advisory committee under Rule 230 of the Council Legislative Assembly.

“The BTC budget session begins from today where we discussed about budget allocation from government in the council.Today Rs 462.66 crore has been earmarked to BTC from state plan for the year 2016-17 through which citizens expectation and hopes would be given care. The council has yet to get 1100 crores of funds from government of India itself”,Mohilary said.

Kampa Borgoyary,BTC deputy said, “BTC administration was working for the uplift of education in the region with special initiative to provide educational growth.We are appointing more 600-700 teachers in schools in the region by short periods”.

Rwngwra Narzary,Oppostion MCLA said, “We placed several question in the session regarding developmental aspects and land protection. We hope BTC administration will provide good governance through people’s fulfillment”.

Apurna Narzary, an international women's football player, has been nominated for the Emerging Player award for 2022-23 by the Sports & Youth Welfare department of the government of Bodoland Territorial Region (BTR).
