PASIGHAT, May 25: A formal complaint has been lodged with the National Human Rights Commission (NHRC) alleging custodial torture of Arunachal Pradesh anti-drug activist Gumin Mize at Bihpuria Police Station in Assam’s Lakhimpur district.
The complaint was filed by Buteng Tayeng of Namsai, who accused police personnel of subjecting Mize to severe physical assault, verbal abuse, and denial of proper medical examination while he was in custody. According to the NHRC acknowledgment letter, the complaint has been registered under Diary No. 11731/IN/2026 dated May 24, 2026.
The petition urged the NHRC to conduct an independent inquiry into the incident and take strict action against those responsible. The complaint also sought interim compensation of Rs 20 lakh for the victim and requested protection for Mize and his family members.
According to the complaint submitted before the NHRC, Mize allegedly suffered serious injuries during detention after being “repeatedly beaten with lathis and heavy leather belts,” while also being subjected to verbal abuse and psychological torture. The complaint further alleged that police failed to conduct a mandatory medical examination despite visible injuries.
Photographs circulating on social media showing visible bruises on Mize’s body have intensified public outrage and triggered widespread reactions across Arunachal Pradesh. Civil society organizations, student unions, and anti-drug groups have strongly condemned the alleged incident, demanding justice and accountability.
The complaint also cited alleged violations of Article 21 and Article 22 of the Constitution, the Supreme Court’s D.K. Basu guidelines on custodial safeguards, and provisions relating to mandatory medical examination of arrested persons.
Mize, known for his anti-drug awareness campaigns and activism in Arunachal Pradesh, has reportedly received support from several organizations and local residents following the allegations.
The incident has sparked debates over custodial violence and human rights protection in the region, with many urging both Assam and Arunachal Pradesh governments to ensure a fair and impartial investigation.
As of now, no official statement has been released by the concerned police authorities regarding the allegations. The matter is expected to draw further attention in the coming days as human rights bodies review the complaint.
