Illegal appointments in Raha Town Committee

An RTI enquiry filed by the Raha based correspondent of this newspaper has exposed mass corruption relating to the appointments of the officials in the Raha Town Committee ( RTC) office.

The RTI reply received recently clearly exposes mass corruption in appointments of various posts at the Raha town committee office by depriving the eligible candidates. The RTI enquiry was filed to know the educational qualifications of the RTC officials, details of their appointment authority, name of the newspapers and date of advertisement in which and when the advertisement published against the concerned posts after receiving allegations from some depriving eligible candidates about ongoing corruption in the appointment process at the RTC office .

Though the RTI reply says that all the appointments like LDA , Muhurrer, LDA cum Typist , Peon were made after taking a resolution by the RTC ward commissioners board and as per section 50 of the Municipal act 1956 and approved by Director, Municipal Administration, but no fixed date of appointments and joining date by the candidates were mentioned in the RTI reply. Furthermore, the RTI reply reveals that no advertisement was issued against the posts upon which the appointments were made in 2011.

Simultaneously, requesting anonymity, when contacted two ex- board members of the RTC said that the said officials were appointed as per the direction of the ex-chairman of the RTC during his tenure between 2010-2014 and the board was in dark about those appointments. An official who is presently holding a post in the RTC office , when asked about his appointment, said “ I had to pay a handsome amount of rupees to a person for the job in which I am now.”

The RTI reply has also brought RTC Congress led ex-civic body to fore a brazen violation of an order issued by Urban Development Department , Govt. of Assam, dated 4th March , 2010 and signed by M.U Ahmed , IAS, Secretary , Urban Development Department , Govt. of Assam. The official order asked the Chairman / Chairperson of all the civic bodies of the state , not to create any new posts and make any fresh appointments in the civic bodies of the state and the same persons will be held responsible for such appointments made after the said date under the provision of Assam Fiscal Responsibility and Budget Management ( A.F.R.B.M ) act 2005. But defying this order several posts were newly created and appointments were made in the RTC office in 2011.

The conscious residents and depriving candidates of the town express serious concern and anguish over the subject and demand Nagaon Deputy Commissioner a magisterial enquiry on the corruption and other anomalies in the appointment process held for different posts at the Raha town committee office.

Nagaon: The Nagaon police today apprehended a snatcher from Bhakatgaon bazar.    Identified as Bilal Uddin of Silongoni village , the apprehended person was involved in a snatching case under Sadar P S.    One hand made pistol was also recovered from the possession of the accused. Nagaon: The Chief Judicial Magistrate court Nagaon declared two witness namely Numal Basumatari and Ujjal Mesh of Abhi Neel case as hostile.
