Manipur rights bodies demand govt support in CBI probe
Human rights organisations on Friday called upon all concerned and the Manipur government to extend full cooperation to the CBI inquiry into 85 cases of alleged extrajudicial killings that took place in the state between 1979 and 2012.
A discussion on imposition of Armed Forces (Special Powers) Act (AFSPA) in Manipur was held at Manipur Press Club jointly organized by the Extra-Judicial Execution Victim Families AssociationManipur (EEVFAM), Human Rights Alert (HRA) and United NGOs Mission-Manipur (UNMM).
“We appeal to all concerned and the state government as well to extend full cooperation to the CBI inquiry to help ensure delivery of justice to the victims and their families,” said HRA Executive Director Babloo Loitongbam during the meet to review prolonged enforcement of AFSPA in Manipur.
AFSPA was enacted in 1958 to bring under control what the government of India considered ‘disturbed’ areas.
On July 14, 2017, the Supreme Court ordered the Director of the Central Bureau of Investigations (CBI) to constitute a Special Investigation Team (SIT) within two weeks to go through the records of at least 85 cases of alleged extrajudicial killings in Manipur.
The CBI was also told file fresh First Information Reports (FIRs), and complete investigations where required. The apex court also directed the agency that the investigations must be completed by December 31, 2017.
On July 27, 2017, the CBI constituted a five-member Special Investigating Team in accordance with the Supreme Court’s directions.
During Friday’s discussion four key resolutions were adopted by the human rights bodies, which included fresh demands for removal of AFSPA and Disturbed Area Status from Manipur, seeking of witnesses to give evidence to the inquiry into the 85 cases of extrajudicial killings by the CBI, extending full cooperation by the families of all victims and early disposal of the long-pending cases of Sanjit and Rabina.

All old petrol and diesel vehicles in the country are set to convert to all-electric vehicles by installing kits by 2020. This was informed to the media by senior scientist Robindro Lairenlakpam from the Indian Institute of Petroleum Council of Scientific and Industrial Research at the Press Club here on Tuesday. He said the plan would be completed by 2020 during which 60-70 lakh old vehicles are to be converted to electric-vehicles. Drugs worth Rs 3 crore were intercepted here on Saturday by police and arrested a man in connection with the incident. Police said 72,000 pieces of WY tablets and 286 gm of heroin were uncovered from a sand-loaded mini truck around noon.
