Finance Department’s instruction to all HODs

The Finance Department of the Government of Assam has asked all the administrative departments to take necessary steps to ensure the utilisation of the fund drawn through A.C. Bill immediately in accordance with the rule.

Himanghsu Shekhar Das, Additional Chief Secretary, Finance Department in a letter on Saturday has informed all Heads of Department that the Finance Department will not accept any proposal from any department for withdrawal of money by A.C. Bill unless there is a certificate from the senior most Secretary of the department certifying the utilization of the earlier drawn amount and consequent submission of DCC bill to the A.G. (A&E), Assam.

The Finance Department further asked the senior most Secretaries of the administrative departments to monitor the utilization and consequent submission of DCC bill to the Accountant General (A&E), Assam.

The direction was issued in view of the observation of the Finance Department that many A.C. Bills drawn by various departments are pending for regularization through DCC bills for considerable period of time. But as per Rule 21 of the Assam Contingency Manual the DCC bills are to be submitted within 10th of the following month in which A.C. bills are drawn.
