Office of Profit Controversy in Assam
Is it only a decorum or anything else of the Indian constitution when a people’s representative break down its rules and regulations? Surprisingly it happens in Assam.Two influential ministers of government of Assam hold two offices of profit disobeying the constitutional restriction. Article 192 of the constitution describes that anyone who holds an office for profit motive cannot be a people’s representative including the State or UT’s governor.
But in Assam Health and Family Welfare Minister Himanta Biswa Sarma, and Gautam Bora, Education minister hold two offices of profit . Sarma and Bora are holding Chairman and Vice-Chairman of Assam Co-operative Apex Bank. One Dilip Kumar Mahajan had sent a letter to the President of India demanding that the ministers have been violating the constitutional law. .Earlier Mahajan brought the matter into notice of the Governor of Assam and the Election Commission of India.
On January 2,2010 he have submitted an application to the governor proposing a step in this regard. But the governor -office delayed the matter for which he has to submit a reminder. After then only, the governor office sent a letter to the State Judicial Department dated 12-04-2010 asking whether the posts of Chairman and vice-Chairman of the Assam Co-operative Apex Bank came under the purview of Office of Profit. But the State Judicial Department kept the matter without replying till July 7 pushing the governor office to send a reminder. Then the Judicial Department sent a letter to the Department of Co-operation lackadaisically. Such delays by the aforesaid government compelled Mahajan to go near the President of India. Mentionable that the Chairman of Assam Co-operative Apex Bank gets monthly honorarium of Rs.1500 besides other allowances.

The much-hyped efforts for preservation of ancient monuments seems to have failed to reach a section of people. A section of these must-see monuments is languishing in dying agony. That too in the heart of Guwahati city. The example may be made of the Ugratara temple and the Jorpukhuri beside it. The things have reached such a paralyzing extent that a circle of conscious citizens in Guwahati has to write to the district authorities for intervention. Information Forum, umbrella organization of RTI activists of Assam, staged protest in front of the Morigaon district Deputy Commissioner office on Saturday, demanding arrest of the killer of Atikur Rahman, an RTI activist of Lahorighat locality of Morgaon district. Rahman’s body with injure marks on head was recovered on January 15 in a remote road side area of Lahorighat. His family alleged that some influential people were behind his murder as he continued fight against corruption of local PRI system. The was stated in a press release.
A five-day event “Festival of Tibetan Art and Culture” will be held at the Kalakshetra Guwahati from February 2-6, 2014. His Holiness the Dalai Lama will be present on the occasion. Pongyong Tekchai, a collection of articles, written by noted writer Rajiv Ahmed and published by Sampriti Prakashan, was released on Mondy at a function organised in Guwahati Press club. The book was inaugurated by senior journalist Hyder Hussain and the meeting was presided over by veteran journalist Dhirendranath Chakarvorty. Inagurating the book journalist Hussain hoped that the book will able to feed up the needs of voracious readers’ community of Assamese language. Veteran journalist Chakorvorty opined that it is high to practise literary culture in the state.
