The President of India is elected by an electoral college, comprising the Members of both the Houses of Parliament as well as the MLAs of all state Assemblies. The total number of members in the Electoral College for the Presidential elections in 2007 is 4896 (233 Rajya Sabha MPs + 543 Lok Sabha MPs + 4,120 State MLAs). However, unlike any other election, the value of votes of the voters are different here. While the value of votes of each MP is the same, the strength of a vote of an MLA is determined by way of proportional representation. The MPs, too, have a specific value for each vote that is determined by dividing the total value of votes of all the states by the total number of elected members of Parliament (Lok Sabha 543 + Rajya Sabha 233). The total value of votes of all members of each State Assembly is worked out by multiplying the number of elective seats in the Assembly by the number of votes for each member. For instance, in case of Andhra Pradesh, since the total population (1971 Census) is 43,502,708 and the total number of elective seats in the Assembly 294, the number of votes for each member would be 43,502,708/1000 x 294 = 147.96 or 148. This means the value of each Andhra MLA's vote is 148. Now multiplying that number with the number of elective seats can give the value of total votes for the all members of the House: 294x148 = 43,512. The Constitution (Eighty-fourth) Amendment Act, 2001 provides that until the relevant population figures for the first census to be taken after the year 2026 have been published, the population of the states for the purposes of calculation of the value of votes for the Presidential Election shall mean the population as ascertained at the 1971-census

Assam is all set to go to the Lok Sabha polls in two phases. Announcing this on Monday in Delhi, Chief Election Commissioner N Gopaloswamy said the state will go to the first phase of polls on April 16 in Dhubri, Silchar, Karimganj and the autonomous hills districts. Six AGP leaders are holding talks with BJP president Rajnath Singh in New Delhi to clear the list of the candidates for the upcoming Lok Sabha polls.The meeting started at around 7-40 on Saturday evening at the residence of Rajnath Singh. The meeting is being attended by AGP leaders Chandra Mohan Patowary, Phani Bhushan Chaudhury, Birendra Prasad Biashya, Kumar Depak Das, Padma Hazarika and Dr Arun Sarma. BJP Krishak Morcha has alleged that the UPA government and the Centre and the Assam Government in Dispur have not done enough for the well being of the farmer.Talking to reporters on Sunday in Guwahati, BJP farmer cell general secretary Raghavendra Sarma called the UPA government’s loan waiver nothing but a poll gimmick. Properties worth several lakhs have been reduced to ashes as a devastating fire broke out in Fatasheel Ambari area in the city of Guwahati on Sunday.According to information, the incident took place at the Babupatti residential area were the fire engulfed as many as sixty houses in the afternoon.The actual reason has yet to be ascertained. Immediately after the fire broke out fire tenders were rushed to the spot but by then the fire was rapidly spreading to the adjacent houses. It took nearly three hours for ten fire tenders to douse the fire. The extent of damage has yet to be estimated. But nobody was reportedly injured in the incident.

The Gauhati High Court has asked the Assam government to submit status report on the serial killing of pavement dwellers by March 9.The Court directive came up as a division bench of Justic B N Upadhyay took up for hearing a public interest litigation moved by K N Biswas. The Court has asked the government to sumit the report by March 9. Notably, 6 pavement dwellers were killed by unidentified miscreants during the last two months. Police have yet to get any clue even after the arrest of as many as five youths.
