Ashok Saikia, one of the top bureaucrats during the Atal Behari Vajpayee government serving then as a Joint Secretary in the PMO and later executive director of the Asian Development Bank in Manila in July 2004, died in New Delhi this morning after a heart surgery. Saikia was a 1971 batch IAS officer from Assam.
